The goal of Youth Council Development Programme is to create a similar standards system for County Youth Councils that runs in line with RA QUEST to ensure consistency and familiarity between the two schemes due to County Youth Council members potentially being the future of the Referees’ Association and the local branches – and they may well apply for QUEST in the process.
